Telespazio and EUSPA Sign Agreement to Expand Galileo Fucino Control Centre for Second-Generation Constellation

October 26, 2026 by donmcgee

On Monday, October 26, 2026, European space services provider Telespazio and the European Union Agency for the Space Programme (EUSPA) signed an agreement to expand the Galileo Control Centre at the Fucino Space Centre in Abruzzo, Italy.

Under the accord, EUSPA will fund the facility expansion on behalf of the European Commission, enlarging the ground infrastructure to support orbital operations for the Galileo Second Generation navigation constellation.

Galileo Second Generation and Ground Operations Lineage

The expansion marks a key milestone as Europe prepares to field its modernized positioning network. The agreement follows major industrial awards that saw Galileo Second Generation enter its full development phase alongside Airbus beginning serial satellite manufacturing. The Fucino facility operates in parallel with the German control center in Oberpfaffenhofen under Spaceopal, an equal joint venture between Telespazio and DLR GfR that manages constellation operations, launch phases, and ground dissemination networks.

Fucino Facility Architecture and Security Classification

The project will add two dedicated buildings to the existing 6,000-square-meter Fucino complex, which was established in 2010 and expanded in 2021 to house 30 control rooms and 40 equipment rooms. The new facilities will accommodate mission control suites and secure data processing rooms compliant with the European Union’s highest security classification levels. Telespazio will oversee turnkey execution, spanning civil engineering, systems integration, and operational verification before transferring infrastructure ownership to Italian authorities.

Executive Perspective on European Ground Infrastructure

Telespazio leadership emphasized that terrestrial infrastructure investments remain vital for regional satellite sovereignty.

“We are proud that, as Galileo evolves into its second generation, we have once again been entrusted with developing the Fucino Control Centre, which, together with its German counterpart, is the beating heart of the ground segment,” stated Gabriele Pieralli, Chief Executive Officer of Telespazio. “This expansion will strengthen the reliability and security of the system, which serves hundreds of millions of European citizens and a user community that continues to grow around the world.”

Operational Roadmap and Satellite Integration

Following commissioning, the enlarged Fucino center will assume operational control of incoming Galileo Second Generation spacecraft. The facility will synchronize constellation timing and broadcast corrections driven by Leonardo’s space-qualified hydrogen atomic clocks as next-generation satellites enter service.
